Amuru District is in Acholiland, Northern Uganda. From 1986 to 2008, the Acholi people were forcibly herded into concentration camps by Gen. Yoweri Museveni's National Resistance Army (NRA) which in 1995 was re-named Uganda People's Defence Forces (UPDF). This was as a couonter-insurgency strategy against the notorious Lord's Resistance Army (LRA) of Joseph Kony. The people were dumped in the camps without any arrangements for shelter, food, water, sanitation, health, education and other necessary facilities. Consequently, more deaths-from hunger, preventable diseases and abuses by the security forces -were registered than when the people were in their villages and exposed to attacks from the LRA. In 2007, Gen. Museveni was forced to reluctantly close the concentration camps in 2007 ahead of the Commonwealth Heads of Government Meeting (CHOGM) as local and international spotlights and consternation grew on conditions horrendous human security conditions in the concentration camps which amounted to genocide against the Acholi people. Wtih the collapse of education, health and social services over the period and the loss of a complete generation to war and violence in Acholi, capped by the disintegration of social and cultural mores and tradition, the circle of genocide is abiyt to be completed with the dispossession of the survivors of their land by (1) co-opted middle class Acholi elite connected to the economic and political power; and (2) the state and cronies. These people have nothing except their land. Once it goes, the wheel of genocide will have completed its revolution and the imminet extinction of one of the major group of the Luo peoples of East and Central Africa. Gen. Museveni is using all the possible pretexes he can muster to moralise and legitimise his land theft and bring the genocide plans against the Acholi people to its logical conclusion. He has invoked the mandates of the Uganda Wild Life Authority and National Forest Authority (Apaa), the Army (in Pabo) and the old, tired claims of development with the Madhvanis (in Lakang and Kololo). But the people of Amuru are resisting his schemes. One high profile ally is a native son, Olara Otunnu, a former UN Under Secretary General for Children in Armed Conflict, who forsook the comfort of New York to come and speak out and speak up about the plight of his people and country.
