(14 Feb 1996) Serbo-Croat/English NATO officials have warned that the Bosnia peace agreement is in danger of stalling unless Serb leaders restore contacts with the NATO-led peace force in Bosnia. At a press conference, N-A-T-O spokesman Lieutenant-Colonel Mark Rayner conceded that no high-level contacts had been made with the Serbs for almost a week. On the streets of the Serb stronghold of Pale, people have been voicing their anger at the arrest of two Serb officers suspected of war crimes. These Bosnian Serb people on the streets of Pale are disappointed at the approach of the international community to alleged Serb war crimes. Many think that the decision in The Hague to hold two Serb officers suspected of war crimes, General Djordje Djukic and Colonel Aleksa Krsmanovic, is both outrageous and surprising. The general feeling seems to be that the decision to question the pair is tantamount to an attack on the Serbian people as a whole. SUPER CAPTION: Serb man in Pale Among the people in this Bosnian Serb community, resentment at I-F-O-R in particular seems to be growing. SOUNDBITE: (Vox Pops in Serbian 'They arrested the Serb officers, and that is the end of the world community. IFOR is the same as UNPROFOR which was here all the time' SUPER CAPTION: Bosnian Serb man in Pale SOUNDBITE:(Vox Pops in Serbian 'If the Dayton agreement was signed, and they agreed on law of amnesty - the arresting of the two Serb officers is an attack on the Serb people - - I don't think there will be peace here' SUPER CAPTION: Bosnian Serb woman in Pale Meanwhile in the capital Sarajevo, Colonel Rayner referred to what he said was the serious break in contacts in top level contacts with V-R-S , the Bosnian Serb army. He said I-F-O-R's relationship with the Bosnian Serbs was not satisfactory, and the whole peace process was suffering. . SOUNDBITE: "our main concern this morning remains the serious break in top-level contacts with the V-R-S. We have not heard from the top leadership of the Serb army for six days. All but emergency communications have been cut off at the highest levels of command since midday last Thursday. This disruption in contact -- which we hope is temporary -- results from the reaction by some in the Serb military leadership to the arrest of General Djukic and others by Bosnian government authorities. The last official contact as I said was midday Thursday. This unilateral boycott of communications by the V-R-S constitutes a serious violation of the Dayton peace agreement and IFOR is concerned that the situation does not worsen. SUPER CAPTION: N-A-T-O spokesman Lt-Col Mark Rayner Rayner said he was unable to specify how long the boycott could continue without inflicting irreparable damage on the peace process. He said that while I-F-O-R soldiers could continue to fulfill some basic tasks of the agreement, such as monitoring the four kilometer-wide demilitarized buffer zones, it would be difficult for the peace process to advance without the restoration of contacts with the Serbs.
