SOUNDBITE (English) Chief Judge William McConico, 36th District Court: ++PARTIALLY COVERED++ "It is possible to develop policies and practices to reduce unnecessary incarceration associated with cash bail while still protecting the public." 13. McConico speaks STORYLINE: Michigan's largest district court and bail reform advocates have agreed to settle a federal class-action lawsuit over cash bail practices, which activists say routinely and unconstitutionally jail poor and working class defendants despite evidence of their inability to pay. Both sides say the reforms announced Tuesday strike at racial inequality in the criminal legal system. On any given day in Detroit, the nation's Blackest city, nearly three-quarters of those jailed are Black, a proportion much higher than their share of the population. Advocates say if the reforms narrow that disparity, it could be a model for court systems nationwide, where race and wealth are significant factors in the administration of justice. "Today, we're putting an end to this unjust, unfair and discriminatory system here in Detroit," said Phil Mayor, senior staff attorney for the Michigan ACLU. "It is possible to develop policies and practices to reduce unnecessary incarceration associated with cash bail while still protecting the public," said McConico, who is Black. =========================================================== Clients are reminded: Find out more about AP Archive: http://www.aparchive.com/HowWeWork Twitter: / ap_archive Facebook: / aparchives Instagram: / apnews You can license this story through AP Archive: http://www.aparchive.com/metadata/you...
