Why is law enforcement covering this up and telling officers to keep quiet?

While on patrol in the wilderness of Alaska, and Alaskan State Trooper received a call of a motorist in need of assistance after colliding with a large animal on secluded highway late at night. Upon arriving on scene, the officer found the wrecked vehicle to appear to be abandoned. While investigating the scene, the office found blood and black hair on the vehicle. When he went to investigate further he found the driver of the vehicle hiding in the back seat, completely terrified. What happened next, is something he could never have prepared for, when he came face to face with a massive bi-pedal wolf like creature. The officer fired upon the Dogman / Werewolf, and the creature fled into the thick, unforgiving wilderness. When the officer reported the incident to his supervisor, he was told for falsify his official report by saying the beast he encountered was nothing other than a large bear. Why is law enforcement covering this up? Why are the telling officers to keep quiet about these creature? Did this officer encounter a Dogman? Werewolf? Lycan? or something else altogether?
