In 1956, Odisha embarked on constructing its new Secretariat with a budget of just 50 lakh INR, creating a central hub for the Chief Minister, Ministers, Secretaries, and IAS officers. Spanning 2.66 lakh sq. ft., the project took over three years and was inaugurated in November 1959 by then Home Minister Govind Ballabh Pant. At the same time, the Odisha Legislative Assembly building was constructed at a cost of 25 lakh INR, covering 47,000 sq. ft., inaugurated on 12 February 1961 by India’s then Vice President Sarvepalli Radhakrishnan. Today, the new government is planning a modern facelift for these historic centers of power — the Lokseva Bhawan (Secretariat) and the State Assembly — blending tradition with contemporary architecture.
