Her statement draws urgent attention to systemic human rights violations in Pakistan, with a particular focus on the forced conversion and marriage of underage girls from religious minority communities. Ms Chefranova highlights how these practices are linked to structural discrimination within Pakistan’s legal framework, education system, and societal norms. The speech identifies the 2020 Single National Curriculum as a key contributor to marginalisation, embedding a singular religious narrative in public education. This has had a disproportionate impact on non-Muslim students, reinforcing exclusion and intolerance from an early age. Within this environment, minority girls—particularly Hindu and Christian—face heightened risks of abduction, forced conversion to Islam, and marriage to much older men. Ms Chefranova presents specific cases illustrating these abuses and the lack of institutional protection. She also raises serious concerns about the European Union’s role as a major trade and development partner of Pakistan. Despite Pakistan’s obligations under the GSP+ scheme, and significant financial assistance from the EU, meaningful progress on human rights remains limited. Ms Chefranova questions whether current oversight mechanisms are sufficient and calls for greater accountability to ensure that EU development instruments are not indirectly supporting policies or practices that undermine fundamental rights.
