Telangana Makes History: SC Sub-Categorisation Explained

In a landmark move, Telangana has become the first Indian state to implement the Scheduled Castes (SC) Categorisation Act 2025 — dividing 59 SC sub-castes into three groups within the existing 15% reservation quota. ▶ Group I (Most Backward - 15 castes): 1% ▶ Group II (Moderately Backward - 18 castes): 9% ▶ Group III (Relatively Better Off - 26 castes): 5% This classification is based on the Justice Shameem Akhter Commission and backed by the Supreme Court’s 2024 verdict in Punjab vs Davinder Singh, which permitted SC sub-categorisation.
