Why Are There Two Virginias? When the Virginias who live in the western part of the United States clamoured for an independent state, they faced a major challenge because the United States Constitution clearly states that to form a state from an existing one, the new state must have the consent of both the federal government and the state it wants to leave. However, on June 20th 1863, West Virginia became an independent state. How did this play out and what was the major challenge they faced? In today's video, we will discuss the reasons behind the split and why till this very moment, there are two Virginias. Brief History of the Virginias Virginia is a region of the United States comprising the states of Virginia and West Virginia. According to the 2020 United States census, Virginia has a combined population of 10,425,109, making it the 10th-largest population of any state. The eastern part of Virginia was settled by the 18th century, but the land west of the Blue Ridge Mountains was mostly empty. The religion west of the Blue Ridge Mountains differed from that of Tidewater Virginia. Mountain settlers were mostly Presbyterians and Anabaptists, while those who lived along the coast were loyal to England and practised in the Anglican Church. Their loyalty to Virginia's northern neighbours; Pennsylvania and Maryland was stronger. Thus, the Western Virginians had virtually no connections to the tidewater elite, and did not, from the start, feel connected to the eastern half of Virginia. To further express their grievances, people in Western Virginia were calling for a separate state soon after the "American Revolution" claiming that the state of Virginia did virtually nothing to support their political and economic interests in the state. What happened afterwards will be discussed shortly. West Virginia Split from Virginia Their identity as a southern state and as a slave state were two obstacles to their plan to secede. Therefore, in an attempt to prove that a southern state joining the Union would help the Federal Government's cause, the Western provisional government fostered an ever-growing majority of Unionist sentiment in the region. The Unionist portion of Virginia's government, mostly composed of westerners, called itself the Restored Government of Virginia. The new government legitimized and approved West Virginia's plan to leave the state, and the federal government soon realized that an ally in the South would aid them in the war. The Lincoln administration accepted West Virginia's bid to join the Union on December 31, 1862, following the approval of the restored Virginia government in 1862, which had found the state's Unionist goals to be the majority opinion based on a referendum. The acceptance of West Virginia was conditional on implementing a policy of gradual abolition for the population of enslaved people who lived in the state. From 1863 onward, Lincoln's government had a stronghold in the South, and on June 20, 1863, West Virginia was officially admitted into the Union as the 35th state. How the two Virginias have continued to co-exist will be discussed shortly. Aftermath of the Split After the Civil War, the governments of West Virginia and Virginia engaged in several disputes, some of which have continued to linger. The two Virginias had to deal with their previously shared debt. West Virginia's constitution allowed for the assumption of some of Virginia's debt, mostly from public works projects. Negotiations were fruitless, and eventually, Virginia agreed to take on two-thirds of its debt, leaving the final part to West Virginia. In 1915, the Supreme Court ruled that West Virginia owed Virginia approximately $12.4 million, the first instalment of which was unpaid until 1939. Virginia began a Supreme Court case against West Virginia in 1866 over the transfer of two counties from Virginia to West Virginia. Virginia claimed that the absence of several hundred Confederate soldiers during the vote to transfer nullified the action, as the former soldiers refused to acknowledge the shift. However, the Supreme Court ruled in favour of West Virginia in 1871, and the counties did not dispute again.
