Supporters champion the public health benefits of proposed Environmental Protection Agency Clean Air rules such as the Mercury and Air Toxics Standards and the Cross-State Air Pollution Rule. Opponents say such rules would harm economic growth and cost needed jobs. The EPA, in fact, follows a process to study the costs and benefits of new rules. That process—with its technical jargon, terminology and assumptions—can be difficult for state policymakers to understand. The Council of State Governments will host a webinar featuring Clean Air and toxicology experts who will explain how EPA derives its cost-benefit studies and help state policymakers grasp key concepts and insight to help them formulate their own perspective on these significant rules. Panelists are: • Michael E. Honeycutt, director, Toxicology Division, Texas Commission on Environmental Quality • Stephanie Shirley, toxicologist, Texas Commission on Environmental Quality • John D. Walke, senior attorney and director, Clean Air and Climate Program, Natural Resources Defense Council
