His name would likely be put before more than 550 delegates for a vote. Putin is expected to give an answer during an appearance at the congress and his decision will send a strong signal of how much power he intends to wield. Becoming head of United Russia would enhance Putin's power base in the State Duma, the lower house, where the party holds more than two-thirds of the 450 seats. But that boost would come at the expense of Medvedev. Analysts said that by taking formal leadership of United Russia, Putin would be sending a signal that despite his move out of the Kremlin, the power would remain in his hands. Putin himself has promised not to shift any presidential powers to the prime minister, who under the constitution is a distant Number 2. But he has made no secret of his plans to use the Duma to ensure that his will is carried out - even after he steps down as president. Putin put his name at the top of the United Russia ticket in parliamentary elections in December, helping it win 70 percent of the seats in the Duma, and cast the sweeping victory as a vote of confidence in himself and his policies.
