From 2025 to 2029, the Republic of Korea is implementing an Official Development Assistance (ODA) program to support the development of Indonesia’s eco-friendly offshore plant service industry. Building on the Memorandum of Understanding signed in 2021, the program focuses on establishing training infrastructure, developing specialized educational programs, and creating a mid- to long-term roadmap for human resource development. As the offshore plant service industry expands across Southeast Asia—driven by aging offshore facilities and growing demand—capacity building has become increasingly important. To address this need, Korea Maritime & Ocean University is developing a simulator-based training environment in Indonesia, alongside invitational training programs and graduate-level education to nurture future offshore professionals. In 2025, the first year of the program, Indonesian government officials from the offshore plant sector participated in a ten-day intensive training program in Korea. The program included lectures on offshore industry trends, blue carbon strategies, competency-based training design, and Korea’s ODA framework. Participants also visited advanced training and research facilities, experienced simulator demonstrations, and gained practical insights into Korea’s offshore and maritime industries. Cultural programs in Seoul and Busan further strengthened mutual understanding and partnership. Through this initiative, Korea and Indonesia have reinforced cooperation in marine energy transition and digital innovation, laying a strong foundation for sustainable oceans, shared prosperity, and long-term collaboration.
