Honorable Mentions Kamihate & Heisuke (Decided against scaling these two due to their unique fighting style. Heisuke would be around 22-18, with Kamihate around 16-12.) Oki (Zero feats at this point but leads The Order, so it's safe to assume he'd at least have a good shout for top 7.) Tanabata (Not enough feats to be ranked. Honestly, don't know where to place this one—maybe top 15?) Carolina Reaper (Author wasted his potential just to prove Osaragi's lack of killing intent. Easily top 15.) Akao Rion (I mean, is there even enough info about her to accurately place her on a list?) Moving on, y’all probably want to eat me alive for placing Hyo 11th, so I'll address that first. It's stated multiple times that Hyo is a kind-hearted dude, and his personality isn't suited for assassination. In the fight against Kuma, he only started sustaining substantial (note that word; if you don’t know what it means, use a dictionary) damage after she began aiming at innocents. Before this, he figured out how her attacks work after tanking most of said attacks without taking substantial damage (the special word again). He also showed strength feats that can only be rivaled by Gaku, Haruma, Sakamoto, and Takamura. He has the best endurance feats in the series—I mean, blud recovered from a headshot and still almost killed Kuma. Placing this guy below the Kuma/Tenkyu/Haruma trio would be nothing short of insulting. Next up: the Kuma/Tenkyu/Haruma trio. These guys are all in the same bracket in terms of strength. I know Tenkyu fans want him to be top 10, but that spot is reserved for Shin, the GOAT. (By GOAT, I mean the ultimate plot armor character, but let's not snitch on him, shall we?) Anyway, the trio can easily be interchanged on the list depending on the circumstances. Personally, I feel Haruma would’ve been higher than Hyo if we had seen him go all out in a fight. Time to address a fraud: Akira Akao. She's had some crazy speed feats and has the best talent amongst the youngsters, but as Satoda-sensei said, "You can't survive off talent alone." Also, her speed feats are crazy inconsistent. One second she's saving Kumanomi from Takamura Uzuki; the literal next second, she's about to get her head cut off by the same guy??? Let me put this into perspective: Takamura always goes all out, and Uzuki, according to Rion Uzuki, stated Uzuki imagined Takamura to be more brutal than he actually was. So there was no chance that the second swing was faster than the first. Akira had to cover more distance to save Kuma compared to the second slash. I know you could make the argument that she was right in front of Uzuki for the second slash, but considering how much distance she had to cover to not only get to Kuma but also move her out of the way??? This author gave me headaches when I was scaling these characters. Imagine if I had to include the sniper duo.
