In simple terms, Factory Stuffing or Self Sealing Permission means that an empty container is brought from the nearest Inland Container Depot (ICD) or main port to your factory. You will load the goods and seal the container yourself. There's no need to send your goods to a Container Freight Station (CFS) for loading. If the seal remains intact, the container will go directly onto the vessel without being opened. Previously, factory stuffing required the presence of a jurisdictional excise officer who would check and seal the container. However, since 2018, the requirement for an officer’s physical presence has been discontinued. Now, exporters seal the container themselves using an electronic seal, hence the term Self Sealing Permission.
