WEST CHESTER, Ohio (WKRC) - Three days after a father and son overdosed while in a moving car on Interstate-75, dash cam video was released showing just how quickly troopers and Good Samaritans acted to save the lives of the two. Kenneth Partin Sr. and Kennenth Partin Jr. were both pulled from the car after a trooper was forced to break a window to get them out. After Partin Sr. was on the grass in between the two directions of traffic, Kat Engel, a nurse at The Center for Addiction and Treatment, was passing by on her way home and pulled over. Engel jumped out of her car, with rubber gloves in hand and began providing help. In fact, both men were and the troopers on scene did not have Narcan on hand, but Engel did. “We administered some Narcan, we continued to work on him, we call tried, trying to get as much as we could,” said Engel. "I honestly didn't know if he was going to make it or not.” It took multiple doses of the drug to revive the two and that was becoming a major problem on Cincinnati area streets in the last two weeks. "Years ago we would give a dose of Narcan and it would be an instant and they were back. Now we are seeing, three, four, five, sometimes it's not bringing them back; whatever it is it's too strong,” said Engel. “Because of the overdoses and the amount we’ve faced over the last two weeks we not sure what’s in this heroin that they are getting. We don’t know if it’s carfentanil, or mixed or even what synthetics they are putting in it. The Narcan isn’t working like it did before.” Working at the CAT house, Engel sees the struggles of addiction every single day. The facility is the only one of its kind in the area and they are constantly booked. The greatest need now in fighting addiction is more space to do so. "I would just like him (Partin Jr.) to know somebody cares and he's a person and I'd like him to get some help,” said Engel. Kenneth Partin Sr. is charged with OVI and possession of drug paraphernalia.
