The Enabling Access to Justice, Civil Society Participation and Transparency (EnACT) programme works with state and non-state partners in Zambia to improve access to justice, to accountable institutions and enhance transparency in government decision making processes. With financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union, EnACT ensures that citizens have access to legal aid and fair procedure in the justice sector. As of December 2024, together with its civil society partners and the Zambian Legal Aid Board, EnACT operates 116 legal aid desks that offer free legal assistance to vulnerable people in five target provinces of Southern, Lusaka, Central, Copperbelt and Luapula. The legal aid desks are situated at police stations, correctional facilities, in the communities and at subordinate courts. Between August 2021 and December 2024, a total of 122,842 people accessed legal aid services through the desks that are being staffed by 220 paralegals.
