Experts said she was emotionally unstable, prone to manipulation, and had trouble distinguishing reality from fantasy. Despite all this, the department moved her forward. They needed to fill their diversity quota—and she became a badge they could parade around. She was assigned to routine patrols but also picked up extra shifts working security. One of those jobs was at a small, tight-knit Vietnamese restaurant called Kim Anh. The owners were humble, hardworking immigrants.
