Teresita police station erred when they took photos of a private-initiated outreach program in Sta. Teresita, Cagayan with a tarpaulin bearing the words 'Duterte Legacy' and the photo of the president. Abella says the incident was due to "misunderstanding" and a "lack of proper discernment" on the part of the police personnel.
