WASHINGTON 9/10/18- Lawmakers gear up for another week of intense negotiations on the 2018 farm bill as the deadline loom. House leaders beyond the Ag Committee are making the case for their priorities in the bill. RFD-TV’s Sarah Mock reports. House leadership marked the importance of the farm bill by marking it hr. 2, 2nd only to last year’s tax reform bill. Now they’re explaining why. “For the farmers themselves, we have low commodity prices and I think that’s a real concern, but where the farm bill is getting the most attention is on the nutrition title. Most of the spending in the farm bill is in the nutrition title, we called it food stamps, now SNAP.” Ryan says the program needs improvement. “The economy is growing really well, unemployment is low, employers are looking for workers, and there’s a lot of careers to be had out there. There are roughly 12 million able bodied young people in America right now who don’t have young kids, who are working age, who are not working, they’re not looking for a job, they’re not in school, they’re slipping through the cracks.” Ryan says this is the time to get people off the sidelines and into the workforce, and that the changes to work requirements in the house version of the bill will do just that. Other republican leaders echo his concerns. “There’s been a dramatic increase in the number of people in SNAP. While our economy has now continued to grow, we’ve seen a ballooning, over a 100% increase of 17 million people on SNAP to now over 40 million people.” Democrats in both the house and senate oppose the requirements, arguing that they will push vulnerable groups off the program and create additional bureaucracy. They’re urging farm bill conference leaders to adopt the senate’s version of the bill’s nutrition title instead, which made only minor adjustments to the program. “I will not be able to support a conference report that raises barriers for participation in the SNAP program. Removing people from SNAP to pay for an unproven training program in the house bill, I think, is the wrong thing to do. […] The house version would only make things worse, overwhelming food banks and overwhelming families, seniors, and veterans.” And senate leaders ag committee leaders are already working towards middle ground, with an initial compromise offered by House Ag Chairman Mike Conaway. Though reports say senator ranking member debbie stabenow doesn’t think the offer went far enough to reconcile the two bills. For RFD-TV, I’m Sarah Mock in Washington.
