Unlike the rest of the state, the NYC traffic court is not a court of law that has elected judges, the right to discovery and disclosure, the right to make motions, and the right to plea bargain your case to a lesser charge. The New York City traffic court is the New York State Department of Motor Vehicles Traffic Violations Bureau, or NYS DMV TVB for short. The cases are not heard by an elected judge, but by an employee of the NYS DMV, called an administrative law judge, or ALJ. The biggest difference between the NYC Traffic Court and the rest of the state is that the TVB prohibits plea bargains.
