PROFESSIONAL QUANTITY SURVEYOR (PQS) • A PQS is the Client’s cost consultant and also a cost manager during the building process • The roles of the PQS are divided into two stages that is pre-contract and post-contract • Pre-contract roles encompass the following:-  Cost advice which is done prior to the design process for budgeting purposes  Monitoring the cost during the different stages of design process thus ensuring that the project does not over-run the budget  Preparation of trade bills of quantities  Evaluation of tenders by main contractors; this involves vetting of tenders by main contractors so as to choose the best evaluated bidder.  Contract drafting and negotiation on behalf of the Client  Project cash flow forecast to pay for the works while the project is under way  Advice on the procurement route to use for a particular project  Advice on the form of contract to use for a particular project  Risk management, including identification and analysis  Life cycle costing options for various materials • Post-contract roles encompass the following:-  Cost management  Certifications of interim payments  Project cost appraisal  Valuation of variations/changes to the works  Settlement of final accounts
