US sanctions Rwanda Defense Forces and key generals

On Monday, March 2, 2026, the US Treasury Department imposed sanctions on the Rwanda Defense Forces (RDF) for supporting the M23, which has taken large swathes of territory in eastern Democratic Republic of the Congo. The United States has also sanctioned four field grade officers of the RDF for their integral roles in the success of M23 operations in eastern DRC. According to The Jurist, the RDF reportedly has directly supported the M23 by providing “advanced military equipment to eastern DRC, including GPS jamming systems, air defense equipment, and drones.” The RDF also trains M23 fighters at RDF military centers while supporting M23 recruitment, including of refugees. In exchange for supporting the M23, Rwanda acquires smuggled coltan, gold, tin, and tungsten from territories occupied or controlled by the M23. Backed by the RDF, the M23 seized the city of Uvira, which borders Burundi, just days after Congolese President Felix Tshisekedi and Rwandan President Paul Kagame signed a peace agreement witnessed by US President Donald Trump in Washington. The M23 left Uvira days later after receiving pressure from the United States. Signed on December 4, the Washington Accords for Peace and Prosperity aims to bring peace to eastern DRC, which has been plagued by over 100 insurgent groups for decades, while giving the United States and other Western countries access to Congolese critical minerals.
