This was the headline in Der Spiegel in 2001, referring to negotiations between the Federal Republic of Germany and the Russian government. At stake was nothing less than one of Germany's historically most important territories. A territory of over 15,000 km2 in the heart of former East Prussia. Often referred to as Königsberg in Germany, today it is mostly known internationally under the Russian name Kaliningrad. According to various sources, there were negotiations at the time about selling or returning the territory to the Federal Republic of Germany. But this was not the only option. In fact, after the collapse of the Soviet Union, there were several movements calling for a different future for Kaliningrad. These ranged from annexation to Lithuania, to resettlement by Germans, to complete independence as a separate state. So today we are going to look at some interesting proposals. What were these negotiations really about, why did a return fail in reality and what other unusual options were available for the Russian exclave?
