Title: Retooling State Government in an Era of Loose Networks: An Invitation to Collaborate Speaker: Samantha Horn, Director, Maine Office of Community Affairs In 50 years, Maine has shifted from top-down regulation to a network of organizations addressing community needs, including climate and housing resilience. The new Maine Office of Community Affairs (MOCA) aims to support these efforts by providing technical assistance and incentives. MOCA must avoid duplicating existing work and instead create a supportive framework. A critical step is to understand and map the existing networks within which MOCA operates. The Director of MOCA seeks input and models from communities engaged in this work. Governor Mills appointed Samantha Horn as Director of the Maine Office of Community Affairs in October 2024. Horn brings 30 years of experience in policy, planning, and science, including consulting, leading science for The Nature Conservancy in Maine, and serving at the Maine Land Use Planning Commission. Her interests include rural community capacity, renewable energy siting, and integrated policy development. For information about the Senator George J.
