1. Political diplomacy This segment addresses the First Pillar of diplomacy, working to keep in good repair the political relationship with individual countries, as also handling the multilateral dialogue. First: Political diplomacy is the first task of the foreign ministry. In most situation that relationship is a given, but it always needs to be nourished, and kept in good repair. Second: A feature of contemporary diplomacy is the role played by heads of government (i.e. presidents with executive power and prime ministers), much more than ever before. They travel to foreign countries far more than ever before, visiting countries and participating in global conferences of different kinds. Their Offices are in close, continuous supervision of the foreign ministry. Third: Another change is the extensive participation of state and ‘non-state actors’ in international affairs. Every ministry and official agency has its own tasks abroad. The foreign ministry has to coordinate with them, not through ‘instructions’ but by harmonizing agendas, to deliver ‘whole of government’ foreign policy. The non-state actors are even more numerous, such as business, academia and thinktanks, science and technology agencies, civil society including NGOs working on humanitarian and development tasks. Through open effective dialogue with them, the foreign ministry works for a ‘whole of nation foreign policy’.
