France, Germany and Britain are negotiating with Iran to ensure that Tehran is not building nuclear weapons - which it says it is not. Despite strong US objections, Iran and Russia signed a nuclear fuel agreement last month paving the way for a 1,000 megawatt nuclear power plant at Bushehr. Before Putin and Chirac's lunchtime meeting, the pair met a group of Russian writers taking part in the annual Paris Book Fair. Later on Friday Chirac will play host to a meeting between the leaders of Russia, France, Germany and Spain. A summit between the European Union and Russia is set for May 10. The trio meeting Putin want to convince Moscow of Europe's goodwill and develop a relationship of confidence with a stable, democratic and reformed Russia, Chirac's aides have said.
