The Ministry of Child Welfare and Basic Education has informed Parliament of a major shift in the Botswana Examinations Council (BEC)’s partnership with Cambridge University Press and Assessment (CUPA) over the Botswana General Certificate of Secondary Education (BGCSE). Since 1999, Cambridge has provided accreditation with certification, jointly issuing BGCSE certificates and charging about P27 million annually. Due to rising costs and BEC’s improved capacity, government approved a gradual withdrawal from this arrangement. From the 2025 examination series, BEC will independently issue BGCSE certificates under a new design approved by its Board. A reduced “accreditation without certification” contract with Cambridge, costing about P10 million annually, will run until 2027 to maintain external quality assurance. From 2028, a local external quality assurance partner will take over, supported by regional oversight through SAAEA.
