Dunja Mijatović Council of Europe Commissioner for Human Rights Report on th eRepublic of Moldova following her visit to the country from 9 to 13 March 2020 Main recommendations on: Violence against women and domestic violence Children’s rights Persons with disabilities Roma Hate speech Rights to housing and health Violence against women & domestic violence: Ratify the Istanbul Convention without further delay Provide accurate information about the nature & scope of the phenomenon Inform on the measures envisaged in the Istanbul Convention to respond & prevent it Expand the network of shelters & support services for victims Improve access to justice for victims Build capacities of police, prosecutors & the judiciary Ensure complaints are effectively investigated and dealt with in a gender-sensitive manner. Children’s rights: Pursue the de-institutionalisation efforts & inclusive education Expand alternative care models in family-type settings Allocate more resources & support to guardians & foster care providers Remove barriers to inclusive education for children with disabilities Improve access to social protection entitlements for families with children and guarantee an adequate standard of living Promote a culture of respect for the rights of the child Strengthen the national framework to eliminate violence against children Ensure a child-friendly justice aimed at rehabilitation & reintegration Provide accurate information about the need for immunisation Ensure safe & high-quality vaccine are available Improve sanitary conditions at schools Persons with disabilities: Step up efforts towards de-institutionalisation of persons with intellectual of psychosocial disabilities Expand & diversify community-based services to support independent living Improve accessibility of public spaces, transport and services Eliminate coercive practices in psychiatry Ensure accountability for human rights violations in institutions Raise awareness on how to implement legal changes introducing assisted decision-making Roma: Strengthen the role of Roma community mediators and means available to them Adequately fund the implementation of inclusion policies and monitor their impact Hate speech: Public officials should not engage in hate speech during electoral campaigns & beyond They should publicly disavow hate speech Combat hate speech through prevention, prosecution, self-regulation & counter speech Explicitly protect against hate speech on grounds of sexual orientation & gender identity Strengthen the Council for Prevention and Elimination of Discrimination and Ensuring Equality Develop a visible strategy to fight hate speech Right to housing: Assess needs on housing & access to water & sanitation Develop targeted social and affordable housing interventions Ensure equal treatment for all disadvantaged and marginalised groups Accept the provisions of the European Social Charter (revised) on housing and the 1995 Additional Protocol on collective complaints Right to health: Gradually increase public health funding Ensure equitable access to quality health services Eliminate informal payments and reduce “out-of-pocket” medical expenditures Adopt a Health Code and regulate medical malpractice Eliminate harmful practices in sexual & reproductive health care Ensure adequate renumeration and protection of health care personnel Read the full report at: www.commissioner.coe.int Follow the Commissioner @CommissionerHR
