When William Henry Harrison dies in office in 1841, John Tyler, his vice president, assumes the presidency; setting a precedent for future presidential successions based on what would be called the ‘Tyler precedent’. November 22, 1963 - The assassination of John F. Kennedy creates panic in Washington when initial reports from Dallas indicate that Vice President Lyndon B. Johnson has also been injured. The Constitution did not specifically outline who would assume presidential powers. Johnson emerges unharmed and is sworn in as president, but lawmakers recognize that legislation is needed to clarify and define the rules of presidential succession and inability within the Constitution. Ratified on February 10, 1967, the 25th Amendment addresses these issues, and deliberately leaves presidential ‘inability’ undefined to protect the nation in a wide variety of national emergencies.
