"The Black Substance" PSA ― Welcome Home

So, this is it. After months and months I finally managed to transfer this recording from my grandfather's extremely old VCR to my computer, and in decent quality, too! It wasn't as complicated a process as I feared, or at least that's what the friend who helped me said. But anyway... Apparently this is a commercial broadcast in the early 70s, about a mysterious "black substance" that came out of the televisions at the time. "The Playfellow Workshop" and its supposed star show, "Welcome Home", are also mentioned but I haven't found much info about it. Since I first played the tape I've kept hearing this phone ringing from random places in my apartment, only to find nothing every time I go investigate. I've also had some very strange dreams in which there's a guy watching me from the end of my bed, telling me something... I don't remember much. Maybe it's the lack of sleep. At least that's what I want to believe right now. Please tell me I'm not the only one who hears him at the end. EDIT! (28/4/2024, 03:01 a.m): I found this website that talks about the supposed show mentioned in the video, Welcome Home! As I supposed, it's a very old puppet show that neither I nor anyone else has heard of. The protagonist, Wally Darling, bears an eerie resemblance to the guy of my dreams. I could swear it.
