Journalists and politicians argue for improving policing by focusing on accountability, diversity, training, and community relations. None of these reforms address the core problem: the nature of modern policing itself, its origin as a method of social control. "Broken windows" practices, the militarization of law enforcement, and the dramatic expansion of the police's role over the last forty years have created a culture of impunity and legalized murder. The system is beyond repair. What are the alternatives?
