Local and foreign actors use diverse communication environments to disseminate content and narratives with the aim of affecting the formation of the public opinion and free access to information. As in other regions, a proper understanding of the problem and the formulation of solutions require paying special attention to factors such as the role of states as disseminators of disinformation, the situation of the media ecosystem, the cultural and socioeconomic environment, the regulation of disinformation as a strategy to restrict dissenting discourses, as well as institutional weaknesses.
