It is unlocked by completing the main game regardless of difficulty. The objective of the game is to kill enemies to earn points before the evacuation chopper arrives in the allotted time. Mercenaries is a score attack mini-game that lets you choose a Resident Evil character and go out and destroy as many enemies before time runs out (or you die).
