The Minsk agreements were created as a tool to find a diplomatic solution to the conflict in the southeast of Ukraine. However, since day one the agreements became the object of manipulation by Kiev, which had no plans to fulfill them and was preparing for a military revanche. The position of France and Germany, participants of the Normandy format, transformed over time: having given up their roles of mediators, Paris and Berlin moved to openly support Kiev’s policy of sabotaging the Minsk agreements.
