Hiland (Little Rock, Arkansas) TIMESTAMPS: 1:01- Sound begins 3:50-Suspect's vehicle backs into Trooper Hiland's Patrol Car 8:17-Trooper Hiland request the driver exit the vehicle, and both subjects exit 9:10-Suspect begins to resist arrest 10:00-Suspect is placed into patrol car 10:08-Suspect calls someone and notified them that they had been pulled over 16:30-Trooper Hiland searches the suspects backpack 26:19-Suspect tells Trooper Hiland NOT to talk to her girlfriend On October 4th, 2025, at 11:36 AM, I observed a grey Nissan Altima traveling north on John Barrow Road, going 56 Miles Per Hour. I caught up to the suspect vehicle and initiated a traffic stop.I approached the driver's side door and observed two people in the vehicle. The passenger, later identified as Jakiya Pitts  was not wearing her seatbelt. I retrieved the driver's license and attempted to identify the passenger. The passenger displayed signs of nervousness and asked why I needed to identify her. Pitts gave the name Jahlil Pitts. After attempting to run Pitts' false name, I requested Kearney step out of the vehicle. Both Kearney and Pitts exited the vehicle. Pitts exited the vehicle wearing a backpack. I removed the backpack from her person and attempted to detain her for obstruction of governmental operations. Pitts began tensing her arms and pulling away from my hands. I placed my hand on Pitts back in an attempt to gain compliance, Pitts then collapsed to the ground. I placed Pitts into custody and placed her in the backseat of my patrol vehicle. A search of Pitts bag yielded 3 plastic bags of suspected marijuana. Kearney was released with her vehicle. Pitts was transported to the Pulaski County Jail and charged with the following. 5-54-103(a): RESISTING ARREST 5-54-102: OBSTRUCTING GOVERNMENTAL OPERATIONS 5-64-419(b)(5)(B): POSSESS CONTROLLED SUBSTANCE SCHED VI = 1 OZ  4 OZ AND 2 PRIOR CONV 27-37-702: NO SEATBELT
