BLAINE, Minn. -- Authorities have identified the man who allegedly broke into a Blaine home and "lunged" at officers with a knife before being shot by police. The Minnesota Bureau of Criminal Apprehension identified 29-year-old Lamar Sullivan-Armstrong of Minneapolis, as the suspect, who was taken to North Memorial Medical Center in Robbinsdale, and is expected to survive. The Anoka County Attorney's Office said Sullivan-Armstrong is charged with six felonies including Aggravated Robbery, Burglary and Assault. Police said he had no apparent connection to the home or the people who lived there. Angela Parker said she noticed flashing lights outside her Blaine home early Thursday morning. "Around 4:30 (a.m.) the neighbor across the street had came over and told me her daughter was pulled out of the car by a man and he had a knife," Parker said. "She was really freaked out by that situation." According to the criminal complaint, a woman was driving to pick up her mother to deliver newspapers at 3:45 a.m. when Sullivan-Armstrong crashed into her car, breaking the driver's side window. He then tried to pull her out of the window, injuring her shoulder. She struggled and honked her car horn, which drew attention to a neighbor, who came outside to see what was happening. The neighbor then went into his girlfriend's home, to talk to her about what to do next. Sullivan-Armstrong then allegedly kicked in her door and grabbed several knives, threatened the neighbor and cut himself, and the homeowner called 911. With Blaine police busy on other calls in other neighborhoods, dispatchers called Coon Rapids police to respond. On the 100 block of 92nd Avenue, officers met the boyfriend of the woman, and Sullivan-Armstrong, carrying a knife. "The suspect then lunged at the officers and the homeowner and law enforcement discharged service weapons, striking the suspect," Blaine Police chief Chris Olson said. "It's a very scary situation, because usually they themselves or someone else is in danger and they have to resort to that level of force." "I'm glad the police got here in what sounds like a very timely manner. Thankful to the police officers who were here and responded. We're very grateful to have them here serving and protecting us," neighbor Paul Johnson said. "You have to do whatever you have to do to protect yourself," Parker said. "I just want to figure out who this guy is and just make sure this neighborhood is safe." The Coon Rapids officers involved in the shooting were identified as Adam Jacobson, a nine-year veteran of the department, and Hans Link, who has been with the department for two years. Both are placed on a routine administrative leave. The B.C.A. said one of the officers fired his gun and the other used his Taser. An investigation by the B.C.A. is ongoing.
