This seminar critically examines the question: Is China a security threat to Papua New Guinea — or is the threat narrative shaped by broader great power competition in the Pacific? The discussion evaluates China’s expanding presence in PNG through investment, development cooperation, infrastructure projects, and education engagement. Rather than adopting external strategic narratives, the seminar assesses the issue from PNG’s own national interest and policy standpoint.
