(17 Mar 1996) Spanish/Nat Crime in El Salvador is a persistent and growing problem. Just this week, President Armando Calderon Sol announced emergency measures to fight the problem. A new and elite police unit is training as a resource for the National Civil Police in all areas of the fight against crime. With over 8,000 murders reported in the Central American country last year, as well as robberies, and kidnappings, the police can use all the help they can get. APTV followed Salvador's GRP - Police Reaction Group- as it went through its paces. Salvador's GRP - Police Reaction Group began in November of 1994. Its members voluntarily undergo physical, tactical, and psychological tests. The final goal: to prevent and combat crime of any kind, while respecting life.. The arms they will use range from pistols and 9 millimeter automatic weapons, to assault weapons, shotguns, and tear gas. Each member of GRP has a bulletproof vest, helmet, gas mask, knee and elbow pads, goggles, and fireproof gloves. SOUNDBITE: Spanish "The GRP's value is not measured by what people say it is, but by what it does, and by the effectiveness it has demonstrated." SUPER CAPTION: Pedro Gonzalez Chief, GRP Among its duties will be the power of arrest of individuals or groups. scapture of persons or groups. But it's not just fire power that counts. Negotiations also play an important part such as this successful stake out of a bank raid last year in the capital. The robbers gave themselves up and released their hostages. Sufficient firepower and proper training means the GRP is able as possible to tackle crime. SOUNDBITE: Spanish "In this way we can more directly fight against delinquents and organised crime - it is against them that we prepare to act." SUPER CAPTION: GRP Member To become part of the GRP, one must have graduated form the National Academy of Public Security (ANSP) on a superior or executive level. No one is obliged to join the group, they only want those dedicated to the task. And the GRP is expected to operate anywhere. SOUNDBITE: "The GRP has the capacity to operate in urban as well as rural areas - to carry out land, air, and sea operations. They have a specialised preparation." SUPER CAPTION: Rolando Garcia, Assistant Chief of National Civil Police These police and their specialised communications equipment are expensive. It really does not matter though - each member of the GRP knows that there is a price from the moment he puts on his equipment.
