Samuel Webbe (1740-1816) was born on the island of Menorca but was raised in London. He apprenticed as a cabinetmaker but taught himself to play the harpsichord while he was repairing the case of one and then began to study music. As a Catholic, he had fewer opportunities in the England of his day to write church music and so concentrated mostly on secular choral pieces until he was able to obtain one of the few Catholic positions in London, after which he wrote collection of motets and one of small Masses. This is a setting of the "Agnus Dei" (Lamb of God) for two voices with organ accompaniment and does not appear to have been extracted from a full Mass setting.
