KOF ROM Hacks Part 3 - The 98 Hackfest

There are only three constants in this world: 1. Stupidity is infinite, 2. KOF is a Latin American religion, and 3. There are an infinite number of KOF ROM hacks in the universe. KOF98 is the eternal KOF game, the one game in the series that everyone across the entire globe loves to play. It would survive even the heat death of the universe itself. As such, there's a huge amount of hacks for KOF98 as there are KOF97 hacks. After much turmoil and time spent labbing each hack, I present to you the third part of my journey uncovering KOF ROM hacks! It's quite a slugfest, but the dream match of finding the ultimate ROM hack never ends! I think I fixed my PC's BSOD errors finally, at least I hope so. I still can't fully figure out my ideal audio recording settings, but some progress is better than none, I suppose. Some of the other hacks I didn't cover here, but may discuss later down the road, are Heaven Cancel, Metamorphosis Plus, Ultimate Match (yes there's a hack that shares the same name as the real UM), and Same Character (Neutrality).
