Outrage over Rohith Vemula Bill | Karnataka

After a push from Congress leader Rahul Gandhi, a new Bill named after Rohith Vemula, a PhD scholar who died by suicide in 2016 is in the works in Karnataka. The proposed legislation aims to combat discrimination against students in institutions of higher education across the state. Titled The Karnataka Rohith Vemula (Prevention of Exclusion or Injustice) (Right to Education and Dignity) Bill, 2025, it is expected to be tabled during the upcoming Monsoon Session of the state legislature. The draconian Bill seeks to prevent exclusion and injustice and to safeguard the right to education and dignity for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and minorities. It claims to ensure equal access to education in all public, private, and deemed universities within Karnataka. Under the proposed law, offenses will be cognisable and non-bailable. Anyone found guilty of discrimination or of aiding and abetting such acts will be held accountable. A first-time offense will be punishable with one year of imprisonment, a fine of ₹10,000, and the court may order compensation of up to ₹1 lakh to be paid by the offender to the victim. Repeat offenses will invite a three-year jail term and a fine of ₹1 lakh. Institutions that violate the Bill’s mandate of being "open to all classes, castes, creeds, genders, or nationalities" will face similar penalties. Additionally, the state government will withdraw all financial aid or grants to institutions found violating the provisions of the law.
