What does democracy look like beyond elections? Parlimeter: Measuring Democracy takes viewers inside South Africa’s Parliament to explore how power is exercised, monitored, and made visible through data. This documentary traces the evolution of Parliament from 1994 to the digital age, examining how public interest grew through moments of political theatre, social media, and livestreamed debates — and how that visibility created a deeper demand for accountability. At the centre of this story is Parlimeter, an open-data dashboard that transforms parliamentary records into accessible insights. Built through civic partnerships and shared with civil society organisations across South Africa, Parlimeter enables citizens, activists, and researchers to track parliamentary activity, understand party performance, and engage more meaningfully with democratic processes. Featuring interviews with: Dr Rachel Fisher - Parlimeter / OUTA Monique Doyle - Parliamentary Monitoring Group (PMG) Matthew Stark - OpenUp Civil society leaders and workshop participants across Johannesburg, Cape Town, Hermanus, and Kempton Park This film reflects a growing movement toward transparency, participation, and accountability in South Africa’s democracy. #SouthAfricanParliament #DemocracyInSouthAfrica #CivicTech #ParliamentaryAccountability #OpenData #CivilSociety #PoliticalTransparency #Parlimeter #PMG #OpenUp #OUTA #Parlimeter
