Galicia and Asturias, in the Northwest of Spain, have registered focal points of 'tecia solanivora', an american insect that ruins potatoes as well in crops as in stocks. These are first focal points of 'tecia' in the European Union. Asturias has forbidden potato plantations in some municipalities. Economic impact is still low, but if the region falls in stopping the insect it could arrive other provinces with important producers and exporters. In that case, national market would be in danger. Even the french one. EU could close borders to potatoes from 'suspicious' countries.
