Take the case of Ken Ofori-Atta, a former Finance Minister of this Republic, a man who once held enormous power over the public purse, who is presumed innocent, yes, but who is also being actively sought by Ghanaian authorities in relation to serious allegations, and for nearly a year now, he has remained outside the country, living freely in the United States, not arrested, not detained, not even inconvenienced enough for extradition proceedings to properly begin, while the Ghanaian state looks on in a mixture of silence, hesitation, and what increasingly looks like resignation.
