I began learning German as a teenager and completed the C2 German exam, das Große Deutsche Sprachdiplom (GDS) at the age of 21. I think you should first look at the most cost effective ways of doing learning a foreign language before you end up throwing money at courses that are most likely only going to formalise your learning and in the end make the experience of learning a foreign language a little more forced and too structured. When I first began learning German it was at school in language classes. I had always been interested in speaking another language and this was my opportunity to learn German. After 3-4 years, I could barely hold a conversation despite being so interested in being able to speak fluently. In my fourth year of learning German, I got an exchange buddy from German and I remember my first proper conversation with him. All I was doing was answering questions from my buddy but afterwards I felt so proud that I could answer his questions, even if the replies were not complicated. From that moment on, I kept on trying to find opportunities to speak with both my German buddy and others. At university a few years later, I would volunteer to be a guide to German speaking students because I knew I would be able to talk and have this same experience. My German improved the most and the quickest when I was learning it out of passion. Formal classes were great to understand what is going on with German grammar but they were not the reason why I learned how to speak fluently. That came from constantly exploring and challenging myself in German. Once I knew I could talk about everyday things, I wanted to talk about more challenging things to learn new words or perspectives. I essentially began to use the language as a tool for my own curiosity about how life was in Germany. At this point, I would say my German rapidly took off and within the next 2 years I was able to take the German C2 exam. The most important thing in learning how to speak a language fluently is just to speak. It is as simple as that, seek out people and chat with them. You can do this with the app discord, with the app tandem, with Skype or in person through your university or school or if you can find a German Stammtisch in your area. At the beginning it is hard and daunting, but prepare a few things in advance before meeting someone who speaks your target language and be brave enough to put those sentences into practice. You will always come away with more than you began, be it pronunciation, another way of saying the same thing, or simply a correction from a native speaker. These are all things that will help you in your next conversation and will snowball you to fluency.
