India Restarts Free Trade Agreement Talks With GCC After Nearly Two Decades of Delay

India has officially signed the terms of reference to restart negotiations for a long-pending free trade agreement with the Gulf Cooperation Council, marking a major step in strengthening economic ties with the Middle East. The FTA talks, which were first launched in 2004, had stalled after limited progress in 2006 and 2008, before the GCC paused global negotiations in 2011. Momentum returned after the GCC Secretary General’s visit to India in 2022, followed by revised trade frameworks exchanged in 2023 and now formally agreed upon. The GCC bloc includes Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Oman and Bahrain — all critical partners for India in trade, energy and investment. Commerce Minister Piyush Goyal highlighted that the agreement could significantly boost bilateral trade, attract investments, generate employment and enhance food and energy security. He also described the partnership as a geopolitical and economic “force multiplier” with global impact.
