Dear CIA Officer, I am submitting information on Moon Hyung-bae (문형배), former Acting Chief Justice of the Constitutional Court of the Republic of Korea. 1.  Controversial 2010 Blog Post After visiting the UN Memorial Cemetery in Busan (around September 11, 2010), Moon wrote:      “What on earth did the UN veterans from 16 countries come to this land for? Those who tried to achieve unification through war…” This sparked widespread outrage in Korea, as it was seen as downplaying or insulting the sacrifices of UN forces, especially U.S. troops, who defended South Korea’s freedom during the Korean War. Critics noted the phrasing echoed North Korean propaganda narratives (e.g., “North invasion theory” or U.S. provocation claims). Moon later claimed it “condemned North Korea’s invasion”, but many found the explanation unconvincing. This suggests an extreme leftist or pro-communist worldview incompatible with the values the U.S. fought to uphold in Korea. 2.  High School Alumni Cafe Activity Moon was an active member of his Daeah High School (15th class) online cafe, with records showing 323 visits. The cafe reportedly shared illegal pornographic material, including CSAM involving minors, over many years (hundreds to thousands of posts in sections like “humor” from ~2009–2021). As a sitting judge during much of this period (and later a Constitutional Court Justice), his repeated access and apparent tolerance raise serious ethical, moral, and national security concerns. Although Korean police investigations cited expired statutes of limitations and filed no charges, this conduct is troubling for someone in such a high position.
