The Champoeg Meeting of 1843 created the Oregon Provisional Government by a vote of 52 to 50. The decision led to the first organized government in the Oregon Country — and soon after, the violent Cockstock Incident that left George LeBreton dead and sparked Oregon’s first Black exclusion law. In 1843, Oregon had no courts, no governor, and no recognized authority. At the Champoeg Meeting, fifty-two votes created the Oregon Provisional Government — and George LeBreton wrote it into law. But Oregon’s first government came at a cost. A dispute over a horse drew James Saules, Cockstock, and Winslow Anderson into a deadly confrontation known as the Cockstock Incident. The violence left LeBreton mortally wounded, fueled racial hostility, and led to Oregon’s first Black exclusion law and its first organized militia. This is the story of the Champoeg vote, the birth of the Oregon Provisional Government, and the fragile beginnings of self-government in the Willamette Valley.
