Hu Chunhua was once the designated heir, the successor arranged across generations by Hu Jintao for Xi Jinping. Although he was sidelined from the Politburo at the 20th Party Congress, he remains a member of the Central Committee and has not been completely pushed out of the central leadership. In the logic of CCP politics, the CPPCC and the State Council are both state-level organs. The State Council, also known as the Central People’s Government, historically evolved from the CPPCC. CPPCC leaders are also classified as part of the ranks of the Party and national leadership. According to an old colleague of Lao Du, who is familiar with the CPPCC and still maintains some contact with Hu Chunhua, Hu’s current status in the CPPCC is roughly equivalent to his former role as Vice Premier of the State Council. Both positions rank around third or fourth place, and both involve responsibilities over Party building and agricultural and rural affairs—areas he is familiar with. Many people say that the CPPCC is a leisurely post, but then again, is the post of Vice Premier in today’s China really not also a leisurely one? Currently, Xi Jinping has consolidated all power. The heads of all the departments under the State Council are Central Committee members, and each unit has its own Party Committee or Party Leadership Group. These Party groups must first answer to the Central Party leadership—meaning to Xi Jinping—and must follow his lead. Ministries like Agriculture and Rural Affairs in practice take cues from the Central Office for Rural Affairs. Meanwhile, the outside world has largely overlooked a key fact: Hu Chunhua is actually in charge of the Inspection Office of the CPPCC. This office is part of the CCP’s anti-corruption and disciplinary apparatus. The CPPCC, essentially the “Senate” of the CCP, serves as a retirement haven for high-level corrupt officials of the Party. Those placed here are usually once-powerful senior officials from the CCP political arena—true wielders of power in their day. Having spent a lifetime involved in corruption, the CPPCC is essentially their final stop. In the face of the chief inspector in this final stop, no one within the CPPCC dares to slight or disrespect Hu Chunhua. These party elders of the
