Sure, the COSC cert comes with history, prestige, and of course- proof that the movement runs well. Though in the year 2020, where most swiss movements, if not all, run well, is it really necessary? While once considered whole proof that a watch keeps good time, most watches shipped from swiss manufactures keep cosc standards if not better, in my experience. In a market where most movements use same or similar architecture, excellent watchmakers can adjust and have nearly any modern movement in COSC timekeeping standards, at least for a period of time- which is what COSC guarantees as well.
