On August 2, 2024. An officer from the Waupaca Police Department responded to a Dollar General after an employee reported that a male and female inside were possibly shoplifting. When the officer arrived, an employee pointed out the suspects that were checking out. The suspects began walking towards the exit when the officer approached them and identified the female as (Shirley). When asked, Shirley consented to having the officer look in her Purse and stated that she had just been at the Dollar Tree and might have some items in her purse from there. Shirley was questioned if she had the receipts for the items and Shirley advised the receipts might be in her vehicle. The officer observed that Shirley’s movements were erratic and exaggerated and believed that she was possibly under the influence of a narcotic. A bottle of Garnier Fructis hair product, a Vibe magnetic phone mount, and an Automatic Magnetic Light were located inside of the purse. Shirley advised that she had purchased the hair product at Dollar Tree, her boyfriend (Lucus) went to look for the receipt in their vehicle. She said that the other two items must have fallen into her purse while shopping. Shirley later admitted to placing all three items in her purse, stating that she stole the items due to financial struggles. The store wanted to pursue charges for the theft and have her trespassed, but was not seeking restitution. Officers contacted Shirley’s Probation Agent who requested that they bring her to the probation office for a urine screening. At the probation office, Shirley admitted that she had used Meth the previous night. Agents then conducted the urine screening and advised that Shirley had tested positive for Meth. Shirley was placed back in handcuffs and placed in the back of the patrol vehicle She was transported to the Waupaca County Jail where she was turned over to jail staff without any issues. Shirley was found guilty for Retail Theft and ordered to pay a $238 fine. This video is for educational purposes only.
